SUBJECT: Policy on Soliciting Gifts from Donors

One
of the important goals of the University and the
Foundation for IUP is to encourage private support from
donors to fund current programs, initiate new and
innovative programs and build an endowment for future
success. It is important that there be careful planning
and coordination of gift solicitation to assure that all
fund-raising efforts are productive and that all
solicitation strategies are carefully implemented. The
following guidelines continue the policy for solicitation
first promulgated on November 18, 1982.

The Institutional Advancement Division (IA) shall be the
primary division to solicit gifts. The IA Division
welcomes participation from the university community in
this important process. Coordination of solicitation
and acknowledgement through the IA division will
strengthen efforts to generate private gifts and
encourage renewed support while avoiding redundancy in
approaches to cultivate and to solicit prospects.

The IA Division shall conduct an annual fund campaign
which is composed of a series of direct mail
solicitations, the Annual Alumni Phoneathon, fundraising
events and the Business Athletic Scholarship program.

Departments and programs within the university may, with
approval of the appropriate Dean or Vice President,
conduct their own fund-raising campaigns if permission
is granted by the VP for IA. These campaigns must be
fully coordinated through the IA Division and ordinarily
will involve solicitation of small gifts by departments
or other organizations. These solicitations may not
interfere with campaigns or solicitations planned by the
IA division.

During targeted or comprehensive campaigns, all
development efforts will be in support of the defined
goals of the campaign(s).

Major donors or major prospective donors (for gifts at
$10,000 and up) shall not be contacted by departments or
individuals unless permission has been granted by the VP
for IA and contact is coordinated through the assigned
Major Gift Officer.

Programs and recognized student organizations within the
University wishing to conduct fund campaigns shall
submit requests directly to the VP for IA

The Foundation for IUP shall be the primary organization
to accept charitable gifts on behalf of the university.
The Foundation is a 501C3 organization and gifts to the
Foundation are tax deductible as per IRS regulations.
If a donor or prospective donor contacts an employee, to
discuss a gift to the university, forward that call to the
Foundation for IUP (7-3184).
